It was shared by my late friend Amy Conger, who was herself detained and tortured under an authoritarian regime in Chile. Pinochet overthrew the democratically elected government (with the help of the CIA) in 1973. He ruled for 17 years.

Disruption takes many forms. Especially rewarding when it’s also clever. 
 This took place in the 1970s or 1980s - I’m not sure and haven’t independently verified it.

Media images from that afternoon showed the police absurdly trying to herd dissident cats brazenly violating the flag ban, rather than the usual beatings and arrests of protesters.

The opposition let it be known far and wide that a protest was planned where the banned flag would be prominently displayed.
Both the police and the media showed up in droves, eager to witness and respond to the spectacle.
They got one.

For decades, repressive policies have limited the voices of opposition.
It was even illegal to display the flag of the party fighting for democratic rule.
