Rand Paul can say “we don’t just summarily execute people” all he wants but that’s exactly what’s happening. Pretending otherwise doesn’t make the bodies disappear. It doesn’t resurrect the people shot on boats miles offshore with no trial, no evidence presented, no chance to defend themselves.
