I’m not sure about complete paint removal, but I used a stiff bristle brush on wicker to get flaky paint off. Not lead, thankfully, cuz it’s soooo messy. Even w/o lead, best to do over plastic so you can get up all the flakes. In my case, I just did enough removal to repaint.
