Mississippi just had an earthquake during a tornado outbreak. A 3.0 quake, minor yes, but in the middle of tornado warnings.

The language I’ve highlighted below makes me question how common is it for these certificates to arrive late? But also the archivists can take extreme measures to retrieve them? What are the odds that nearly 50% of the certificates wouldn’t be filed? I find it very odd, and I’m holding onto hope! ☺️
