SWR, GWR, TfW and Scotrail all definitely pay their guards commission for excess fares. I expect it's actually all TOCs though. I don't think any of them pay revenue staff (eg travelling inspectors) commission, just the guards.

Incorrect. They are salaried but they get a small commission for excess fares. It varies by the company.
