I too got a masters in gifted ed from a prestigious ed school in the aughts, and my professors also advocated for the end of g&t programs for these very reasons! They were correct. It's why I did not become a teacher for gifted students.

This excellent book includes a fascinating chapter on the rural cemetery movement of the 19th century, which held that cemeteries should be considered civic institutions for public use. Basically parks before those became more common.
