Rukia sounds like she's from Limsa, & she did spend a majority of her adult life there, but she is from the Steppe, & has the slightest accent under her Limsan one. It comes out more when she's tired, upset, or with family. It gets funny when she starts cussing with both Limsan & Steppe cuss words.

That looks like the same tattoo as the one on the South Seas Talisman (which is what I'm 99% sure the other guy has.)
