Unfortunately, because of the war on terror, most recently, and other acts during previous conflicts, Congress has given away a lot of its war power to the presidency. There are always stipulations, of course, but language is easy to manipulate to justify whatever direction Trump wants to move in

Going to war with Iran also helps Israel. So, your point is only valid if Dems continue to roll over and let Trump drag us into war with Iran.
