Because they couldn't see past their own wallets early enough to put us in this whole situation to begin with. They abandoned the working class decades ago, so the working class abandoned them. But they refuse to change, despite increasing failures over the years. This is their fault.

No, you're putting words in mouths. The fact is that when trained for it, horses are very effective weapons. That's not debatable. That's why they're used this way. Whether or not they should be is a different issue.

Make it a horror arc. Don't say anything about not being able to leave, just have the eagle bards there. Make it a Groundhogs Day story arc, and the party needs to break the cycle or figure out the puzzle to escape. Also, the innkeeper is a minotaur, to give hints through Greek mythology.

That was literally the threat in the second film. It's basically inevitable that it happens, and it's clear someone has to go in to stop it. You're crying about the logical next step in the story.
