Yes, and two thing can be true at once. A committee can be scheduled ahead of time and it can be used as a distraction.

I'm not discounting the aliens being real (though I remain skeptical). They still tried to pass 9495 and when it fails they re-introduced it for a Monday vote.

This is an oversimplification but that point stands. At this point every few years they bring out the aliens while using the distraction to get aways with horrendous stuff.

On Monday Congress is going to vote (again) on H.R.9495 which if passed would give the president the power to go after non-profit. It basically gets rid of due process to strip them if thier 501c3 status. He would just need to say they support terrorism without proof and that's it.
