It would be nice if you could screenshot that graph with the labels, so that it made sense to people. I can’t afford a subscription to the Globe on my intern’s salary.

That looks like it would be an interesting graph if we could see the whole thing…which we can’t. Don’t you have an intern that can help with such things? An uncropped picture and a link would really help you make your intended point better.

It’s called a Pigouvian tax, after the economist who invented it. Mankiw explains things well, so the NPR link is probably a good place to start.

Of course, externalities are often difficult to estimate and that’s usually contentious.

I’m worried about being accused of econsplaining, but in my (graduate level, fwiw) micro class, we were taught how to calculate a tax on activities that generate externalities that reduce them to a welfare-maximizing level.
