I flew there for 5 years as military and, after that, as civilian EMS. Standard communication is on VHF for all aircraft. Civilian aircraft don't normally have UHF.

Not true...for much of my time in that airspace (2006-2011), there was one controller for both. Same thing for NYC and other busy areas.
