Thanks, interesting! I wonder whether the combination of having to 1) submit (probably very comprehensive?) plans 2) find a partner country for joint procurement 3) buy European, will be too deterrent for MS to access loans (would be different for grants of course). Is that too pessimistic?

Of course, this is a long-term endeavour + politically very sensitive and should therefore be coordinated at EU level (see for example this proposal zoe-institut.de/wp-content/u...)
