This is akin to Arizona's Sheriff Joe Arpaio who came up with Tent City to house inmates when the jails were full. This was in Phoenix AZ when temps were up to 115-120 in the summer. He was also found guilty in federal court of racial profiling. Too much déjà vu for me!
