Actually yes. The separation between mainland China and Taiwan is really just a situation of unfinished civil war, going back to the rise of communism before and during world war II. Not completely unlike the separation between North and South Korea.

Honestly I never understood why he received it. It happened at the beginning of his first term, he didn't have the time yet to do anything consequential and he admitted itself that it was essentially "a call to action" more than anything else.

It's variable. Some Canadian First Nations have it good, many don't and live in third world conditions. Those who are living well are those who are fortunate enough to be in control of important natural resources and managed to sign exploitation contracts where they get a large share of the profit.
