I do think that a possible custom front latch plate with a side extension just big enough to mount it there.

Any spare space on the front slot mount (tube to crotch strap) ? 2 piece Pod could anchor on the post then when locked it can't be removed ??

Im assuming your using an air tag or similar?
Sneak it high up inside the BB belt cup, the MySteel might be trickier but a low profile pod that fixes on just off centre one side or the other of the lock? Maybe a custom catch plate?
