I tend to believe the abuse is both end-users and providers. I don’t know what the percentage is.
You could be right that the cuts went to far. There are exceptions clauses to help people that are in need.

A) to preserve the entitlements for people that need them most, hard decisions had to be made. For instance able-bodied people must work at least part time. Not much to ask IMO
B) the decorating (as ugly as it looks IMO) is being paid for by donations.
