I can only take a guess. Challenge coins, like handshakes, prove that the hand isn’t coming in to stab a person (historically). The meaning behind them varies. The cops/ firefighters who provided the coin probably didn’t have access to to Kirk directly. The shady hand off was not to distract, maybe.
