If they are in jail, they won't be able to vote against or delay things hitting the senate and the house. They are going to need to call in someone who will listen to help them.

Hell, you could even introduce a faction that also thinks Bob sucks, and can replace them as their new god/patron.

I think that looking at this change as binary is the problem. Find ways to enter the deity/patron’s influence on that character and the things they care about. Curse the character. Hit them in the roleplay long before you remove the mechanics.
