I think what makes it weird is that he was never an elected official in those places (many presidents do skew towards home state people) and he's now a 2nd term president who should have a broader set of relationships

The fact that it took so long to even get anyone to seriously pursue a third term backs up your headcanon. Not even sure how many post-war presidents would/could have served 3 if they had the choice.
