I am not sure how having bad fuel could cause the rocket to spew before launch like a bad drunk. They probably overfilled it, but I'm not a rocket engineer.

What did your friend do to the sill? That is a lot of rot. Corner rust takes a lot of effort, unless you have a donor part to weld in.
