We need to 'Make Electricity Cheaper' in Europe.

That doesn't just mean subsidising prices.

➡️ We must Reduce the cost of ⚡ by driving down system and policy costs.
➡️ Allocate costs between: tax & bill payers; user groups; different types of use; present & future bill payers.

We present three policy design options available for governments to take decisive action whilst mitigating impact on tight national budgets.

Our analysis focusses on household electricity and #gas prices, aiming to make heating with a #heatpump more cost effective and affordable. We identify countries (EU and UK) with high potential and need for pricing reform.

Is 8 actions all it takes to Make Electricity Cheaper? Almost certainly not. With this paper authors Zsuzsa Pato, Monika Morawiecka, @bramclaeys.bsky.social and I aim to open a conversation on the most impactful measure.
❓What would be in your list?
September 29, 2025 at 7:25 AM
Making Electricity Cheaper relies on systematically driving down costs, reducing reliance on #fossilfuels and allocating costs efficiently and fairly.

Decarbonising industry - after 2 days strategising with partners I have some take aways:
1. #Electrification is THE no regrets option* to decarb European industry. ⚡is useful in all sectors. It may not offer full solution for some heavy industry, it does for most process heat. tinyurl.com/3c7h24bs

For a comprehensive overview of the framework needed to really get household demand-side flexibility off the ground see our paper "The Joy of Flex" 😉

"Can the fit for 55 Package align climate action with social impact to tackle energy poverty?"
Yes, it can.
Implemented coherently & ambitiously, this package will result in significant change.

I know a little about Passivhaus, less than I should. It's the gold standard. I'm interested in how long dwellings with less insulation and air tightness keep ppl comfy when heating is turned down. My RAP colleague co-authored a study for Polish homes

Is there anything similar?

Another Q is how to design programmes (eg utility progs) to incentivise flexibility, avoiding encouraging people to further ration. 1st thing we think is to ensure flex is technology derived rather than socially derived. Inspired by this fantastic f'work 👏 Gareth Powells & @mikefsway.bsky.social

Pricing is even more of a blunt tool when we think about how low-income or #vulnerable households can get value from their #flexibility. As we explored in 'Flex-ability for All'

But, of course, pricing isn't the whole answer to unlock household energy flexibility. #dsf

As an update, I have also included the consumer protection measures in the gas package in the diagram below.
I hope it is helpful.

Are you going to be in New York next week for #NYClimateWeek?
Get in touch if you are interested in energy and justice. What events should I be attending?
Also, we'd love to see you at our event on Thursday...

I pulled together guidance and examples for implementers addressing 7 key challenges in designing alleviation schemes.
These are the questions that come up again and again.

What other questions are implementers grappling with??

Good news:
A lot of new measures for alleviating #energypoverty & increasing #consumerprotection

Challenge:
Complexity - provisions are spread across many Directives. #EMD #EED #EPBD #ETS #SCF. It’s hard to understand and implement.

Watch for video explainer this week...

Flex-for-all progress? Some are exploring:

🌞🔋 Smart controls + new/existing tech for savings/comfort. Eg EnergyCloud and Warmworks.

👍‘Upside only offers’ - opportunities s for flex savings w/o price risk. Eg Octopus Energy.

We now need a robust strategy to bring benefits to all🇪🇺 9/10

Three no regrets policy steps towards inclusive flex 🤓

💡Ensure schemes target flex in a way that meets household needs
💡 Prioritise low income homes for deployment of tech, support & services
💡 Support innovators to build a bridge to flex, with low-risk retail offers

Europe needs vision for inclusive flex that:

✅ Opens direct savings to those who need them most
✅ Is easy, stress-free
✅ Offers savings without sacrificing comfort or wellbeing
✅ Works alongside price protections & social support

Beyond access, we must see & meet needs 7/9

Households with poor flex-ability:

⚖️Risk higher bills or energy rationing
⚖️Rely more on manual actions over tech
⚖️May already be living under strain of poverty
⚖️Are underserved by life-enhancing offers & services

Intervention required to prevent an ever-widening gap🌉 6/9

Flex-ability is unevenly spread across society.

🚧People need affordable flexible techs, agency (e.g. for tenants), + tariffs & offers without risk to bills

Innovation favours affluent early adopters. The aim is benefits filter to all - but this isn’t certain or quick⏳ 5/9
January 23, 2024 at 7:38 AM
Flex-ability = household ability to obtain flex benefits with ease⚡💆‍♀️

Flex-ability is super-sized by tech - heat pumps, batteries, EVs, rooftop solar and energy efficiency - combined with user-friendly retail offers🌞🔋

Smartmeters and high-speed internet are required📱 4/9
