The problem is twofold. There is the imbalance caused but worse, it has to be paid back in donor friendly policies.

Many years ago as a junior teacher, someone (a ministry paid advisor) tried to convince me that constructivism was the perfect teaching methodology . The advisor didn't want Pythag/trig taught as methods. I would still be waiting for those students to discover/recreate Pythagoras's Theorem.
