And in one extraordinary case, someone who said he has a Russian accent, he lived and was born there (wrong on all 3!)

To Andorra. However given his Russian parentage he was unable to pursue a French passport until he turned 18.. and as he'd already represented Russia at the National level, he'd need to wait two years before switching. He chose to represent Russia at the Tokyo games...and planned to change ASAP.
