The true answer is, a little of both. You influence your writing, and it influences you back. Repeat until you are happy with the results. Hope that you can convince a publisher that it is in an established genre (or two). "No, really, it's an urban fantasy western sci-fi romance."

I think part of the problem with winningest is that it usually feels like present tense.
