So far, it only ever fetches things from the AoC site once, and caches them indefinitely.
However, I wanted to detect when part 2 of a problem is/n't unlocked - I was planning to use HTTP caching mechanisms to avoid repeating expensive requests to AoC's site. [2/3]

so, my question: have you put thought into implementing HTTP caching for AoC's site? I think doing so might help reduce your total server load, especially load caused by requests to 'locked' endpoints.
