Nah, Maziacs already did it in 1983 with the character tapping their foot and sitting down when idle, and I'm not sure that was the first one either.

For me it depends a bit, but would boil down to something like:

1) Gameplay
2 & 3) Story / Plot first if the game is an rpg or other writing / dialogue -heavy genre, music first otherwise
4 & 5) Art direction before innovation / new mechanics, technical side and "eye candy" of graphics last.
