Noticed that some of your quad faces might give you trouble. Try to avoid bending faces. Example in pics. To fix these I use triangles. But you must decide where to create the triangle. As it changes the overall shape

Why not download a free model and inspect how it's done? Like a Vroid model for example. Or a free game asset
I suggest to try low poly at first. It feels more easier to layout the general shapes. At least for me

Last year I had made a Naga to test the new tail function. And it worked pretty well. The only thing was you either needed to hide the joint of the tail and body or mend them together in blender. Maybe I should revisit it again...
