These 3 points - not strong enough, ‘individual stocks’, ‘newly elected’, ‘fine for non-compliance’ are terms that should’t be in this piece of legislation. It should be ALL stocks, ‘elected’ (covers newly & re-elected officials) and being a requirement before being sworn in, not a fine afterwards.
