Fidel Castro did it as well in Cuba. He rounded up people on buses to go cut sugar cane and be indoctrinated with his regime's propaganda, and if people didn't go they couldn't go to school or get support services.

Why the hell is the tugboat not behind the ship pushing it out?
I watched the video, looks like the tugboat that's supposed to escort her for some reason abandons the ship to the current and its pushed into the bridge. Tugboat captain's going to have a lot of explaining to do.
