Now that he sees he can't, he's finally relenting.
None of this is to say Trump deserves *credit* - these are more qualities inherent to who he is, not actions he took (and the latter would be true under Kamala). But I don't think this could've happened under any other president.

He can't do that with Trump, because Trump is more popular with his base than Bibi himself is, making Trump's pressure far more effective than Biden's was.
I'd also guess Bibi was rejecting Biden's plan because he was betting he could get a better one with Trump.
