It is a little deceiving to just use the total workforce. Include contractors and out sourced work. I believe your point is still valid, though. Also contracting and out sourcing should only be done minimally.
Reminder that in 1990 there were 3 million federal employees and 240 million Americans.

Today there are fewer than 3 million employees and that number is plummeting and there are over 340 million Americans and increasing rapidly.
