Well if the goal is to identify them, why not use an identification number? But from your post identification doesn’t appear to be your goal.

I’d rather they were an identification number. That way, there’s accountability, without risking their lives or the lives of their families. We know there are crazies out there who want to kill them. They’re already out there throwing rocks at them.

Sadly, they cannot unmask them because they and their families will be doxxed or killed by the crazies. They should wear clothes that say ICE so that they can be identified, but unmasking is not a good idea.
