Kinda got something working with Magica Cloth. I assumed I wouldn't be able to get what I wanted with it, but I was wrong and should have started there lol
(each bracelet is independent but theyre too synced up)

Cloudies! Used a skydome because I couldn't get the mapping to work correctly directly in the skybox shader, but it provides a nice parallax effect, so happy accident!
