"One Big Beautiful Bill" could pass the budget reconciliation process.

My question: if accurate, how can this bill pass?

Question (I'm not a legal person), But doesn't this violate the "Excessive bail shall not be required" clause of the 8th amendment? (and ironically, have to stand up an excessive bail (bond) to even challenge the unconstitutional nature of this language)?
The Senate bill aims to effectively end all civil rights lawsuits against the federal government except by entities rich enough to potentially pay million/billions in fees.
