We are conscious that difficult judgements are involved in deciding when, and how, to challenge particular claims. However, complex situations could arise if specific sources are continually left without challenge. In particular, the content analysis demonstrates that there is an especially high number of political figures providing statistical information on the BBC (21% of all sources used in the period monitored by Cardiff). And Conservative politicians represented nearly three quarters (73%) of these statistical references, which Cardiff University concludes “shows a high dependence on the governing party”. It is reasonable to expect the BBC to cover statements which the UK or devolved governments make. However, as Cardiff’s content analysis points out, it does make it vital that those statements are challenged where necessary so that the impartiality of the BBC’s coverage of political affairs is not affected. Following a statement in November 2015 by the Prime Minister that 43% of EU migrants claimed benefits in their first four years of being in the UK, Cardiff University tracked this story in their content analysis of BBC news coverage. Reservations had been expressed about the methodology of this figure before it was used by the Prime Minister and, particularly, that the official source had not been released. However, Cardiff found many instances of it being quoted by government sources in BBC content without challenge on any fundamental level by journalists. This included in the Radio 5 live studio interview which took place with Cabinet Minister Michael Fallon on 10 Nov 2015 in which he made a statement that “. . . around 40% of those who come here from the rest of the Union are claiming benefits straight away and that isn’t right”. As the content analysis notes, while the presenter made a point about the use of statistics, the veracity of the figure or the methodology behind it were not subject to a great deal of interrogation.

Marcus Moore With apologies for the length of this comment, but I used to write for the BBC and have a lingering fondness for the place, which is one of the reasons I've been paying very close attention to what's been happening behind the scenes. A number of changes made during the last seven years or so, spearheaded by David Cameron, have led to the corporation's news and politics departments becoming little more than ventriloquists' dummies. Of particular note are the following: a) important posts at the BBC being filled by pro-government figures from the private sector (Rona Fairhead, David Clementi, James Harding, Robbie Gibb etc) b) direct links with the manipulative tabloid press being strengthened by Downing Street giving important positions to dubious characters like Andy Coulson and Craig Oliver c) the subsequent recruitment of people like Alison Fuller Pedley (of Mentorn Media), who is responsible for choosing who gets to be in the Question Time audience, and Sarah Sands (formerly of the Telegraph, Mail and Evening Standard) who now edits Radio 4's Today programme d) all of the above follows Cameron's appointment, in June 2010, of John Browne (Baron Browne of Madingley) to the post of 'Lead Non-Executive Director' for Downing Street, his role being that of 'recruiting business leaders to reformed departmental boards' - Browne's questionable history at BP notwithstanding (remember Deep Horizon!) e) how all of this quiet, underhand activity has been largely unreported, but has given the current Conservative government immense power within fashionable and influential circles. This means they can not only dictate what information is made available to the public, but also the manner in which it is presented. You don't need to read many pages of that book by George Orwell to grasp how easy it is to control the populace once you have control of the means of communication.

Our response We have reviewed this documentary, in particular the editing of Donald Trump’s speech, in the light of these new complaints. The programme followed some of Donald Trump’s most ardent supporters before the 2024 US election, and included a sequence about a speech made by President Trump on January 6 2021. During the sequence, we showed excerpts taken from two different parts of the speech. We accept our edit created the impression we were showing a single continuous section of the speech, rather than excerpts from two different points in the speech. Directly after those excerpts, we showed a clip of a group of ‘Proud Boys’ marching to the Capitol. Although many people did march to the Capitol following his speech, the clip of this particular group had been filmed before Donald Trump began his speech. Consequently, this gave the impression that President Trump had made a direct call for violent action. The BBC would like to apologise for that error of judgement. BBC News have said there was no intention to mislead. Rather, the intention of this sequence was to convey the key messages of the speech in a condensed format, since the whole speech was over an hour long, and also to illustrate what was happening on the day. It has been suggested that we removed the word ‘peacefully’ from our clips of the speech. To be clear, we did not do so
