...success depends on getting behind those who actually deliver and do what is needed.. maybe disconnect between central gov and more local based implementations - being clear about theory of change...leaders must speak clearly enough to mobilise change

early years, house building, clean power assessment - ambitious targets.... perf to date mixed. Gov deserves credit for early years as a cornerstone for future success for children's development - with lots of initiatives - modest outcomes for 5 yr olds and inequalities not closing but widened....
