This is, at best, inept. At worst, it is a deliberately confusing & chaotic excuse to fire people for "performance". 3/4

* Decide for themselves whether to answer-it's voluntary &won't be considered a resignation if not answered (OPM)
* Yet again to respond because "at the discretion of the President" they had been given "another chance" & non-response would be considered termination (Elon Musk via X) 2/4
