Power of the Purse: Under Article I, Section 9 of the U.S. Constitution, only Congress has the power to appropriate federal funds ("No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law"). The President cannot simply "announce" $10 billion and have it appear.
