This data is very odd. Some of the highest states have the lowest percentage participation because traditionally those states favor the ACT (eg. Midwest, West). If you're taking the SAT, you're doing it by choice. Conversely, some high participation states have low averages (makes sense). Bad study.

I work for an Episcopal church. All staff are background checked and staff and key volunteers go through abuse prevention training. Also, the Episcopal church and other Mainline Protestant churches are a totally different ballgame than evangelical megachurches.
