I'm a Finn and I personally go like this with the top part
- t shirt
- hoodie
- maybe a jacket if it's under 15C°
- always a winter coat
(Preferrably a thick one)
With pants, most people just go with a pair of like jeans with some thin pants underneath
It really depends on how easily you get cold
