The real answer is that, for whatever reason, the Studio Ashi animators wanted Falcon Robo's head to be formed out of the entire cockpit rather than letting half of the cockpit remain on the chest like the toy. Why the change? Who knows. Some of the Revenge of Chronos designs are just like that.

I'm a big fan of retro anime like you and I've collected a few DVD's over the last two years, although I didn't grow up with these because I'm like half your age. But how many of these classic movies/OVA's have you seen? Mind you, Time Stranger had a completely different dub in the US than the UK.

I haven't played with Lego for something like 11 years, but this year I was bitten by the Bionicle nostalgia bug, so I bought Toa Vakama. A classic set, but I decided to customize him so he could have proper hands and shoulder articulation (previously neutered by the gimmick). What do you think?
