Legislation passed through reconciliation, which deals with specific spending, revenue, and debt limit measures, is not subject to the filibuster and only requires a simple majority of 51 votes to pass. However, a standard CR is not considered under this process.

If the loan was taken out in good faith that repayment would go only to new students to use for education, I don't think the sba can fulfill that expectation and that bad faith should call into legal question the enforcement of this contract.
