This clearly isn't in the US. The text looks eastern European-ish? Bringing flowers is a bigger deal in other parts of the world than the US, so maybe there is demand.

However, there was no aggregate limit for PLUS, so a student could still borrow thru PLUS if they hit sub/unsub aggregate.

Former FA director here. This appears to be an increase, although there is no more "Stafford" loan program. It was replaced in 2010 by the Wm. D. Ford Direct Lending Program.

It's much improved. I fell in love with Japanese style beading in 2004, and I started looking at Japanese sites, and the translation results were . . . comic. I just used Google translate app to help make this guy, and it was very good.
