Why would public money be going yet again to protect private interests? With some pharmacies failing to regularly open, the money would be better put towards running a publicly owned or not for profit pharmacy.

No, you would immediately pull the bully off, have them arrested, they would be punshed and probably be forced to apologise to and help the injured child. The victim would be shown kindness and be helped to avoid such bullying in future.

Why would this be substantively different for countries?

Imagine you caw a bully pummelling a smaller child on the ground.
Do you let the bully beat them to death, and take their school bag, lunch money and shoes?
Do you tell him to stop and when he doesn't, say he can keep the lunch money and shoes if he stops?
Neither of these options seem right.

Total farce. Shift the fallen rock, remove/stabilise what's left by building an appropriately braced wall, fix the road and reopen it. Could have been finished months ago but everyone appears to be arguing with each other over pointless details.

However, this is effectively a strategic chess game; there may be an element of baiting that boots on ground to happen just so they have excuses to pursue other (so far covert) courses of action.

And of course Putin artfully framed the invasion as part of stopping NATO's eastward expansion, so sending troops in would be, in a way, validating that narrative. Personally, I think that once the current peace proposals have been exhausted, Europe should say enough is enough and send in forces.

It's very telling that the USA may currently be talking sternly about Russia, but have done nothing but appease them in actions, even help them. Bit by bit they appear to be normalising Russia and selling out Ukraine, and in the meantime people keep dying for Putin's ambitions.
