Excuse? I'm in California, and I believe Caltrans is responsible for clearing encampments. My daughter works with her clients on trying to have a positive mental perspective while they're transitioning from encampments to housing. Throwing their personal possessions in the trash is not positive.

You are absolutely right. My daughter is a therapist for transferring homeless people into permanent housing. Many of the people leave housing and go back to the street. It's where they are most comfortable and feel safe.
