I guess a good question would be why the gear was not or could not be dropped. Very strange and tragic incident.

737 has three cables you pull to gravity drop and lock the landing gear. Even with no hydraulic power the gear should have been down.

I can confirm this. I turned 41 earlier this year and was recently thinking that it might be nice to get some new socks for Christmas.
