Also back then almost every single player sold here support mp3 or more, so there's that as well.

As time went on and everyone have a PC or laptop with optical drive, it just no brainer not to burn mp3 CD when you can source mp3 from the internet if you know where to look and a commercial album CD that cost hundred dollars in my country currency.

As someone that grew up in the 2000s in south east part of the world, mp3 CDs were a common sight everywhere. Don't have a PC to burn CD, not a problem, ask someone with one and burn as many as you want as long as you supply the CD.
