I only have a rough idea / play by ear. I do flat colours first, add Hard-Light mode with low opacity of the colour I want the scene to have. Add Multiply mode with shading that feels right (50-70%), imagining simpler forms and painting over. + Refinement! It's only a bit different on the screenshot
