for the description issue seems to be "justify-content: space-between"
what's odd is that according to mozilla's doc "The first item is flush with the main-start edge" which is not the case here

Not sure why, on my linux desktop, i've seen steam notifications behaving weirdly, maybe that's why (not going to the correct monitor & freezing the steam client while they are "animating up")
